Problem with "checking file system on C:"?

Every time I would start up my laptop, instead of going straight to the user screen, it would go to a black screen saying "checking file system on C: - file system is NTFS and it checks for inconsistencies." It gives a 10 second countdown, but every time I pressed any key, the countdown still continued. The countdown stops and freezes at 1 second. I'd have to manually restart my laptop because the screen wouldn't change for a good 10 min. + I'm not sure how to solve this problem because it happens every single time I turn my laptop on. Anyone know how to fix this issue?
