Guess the poem and author or the poem (this poet was huge in the early 19th century)?

No idea, but my goodness isn't it heavy, like suet pudding? I don't think "stars" rhymes with "wears" and the two "overs" should be "o'ers" otherwise it doesn't scan. So, put us out of our misery. Who is the author?
